Applying for a permit through FilmApp – please note the non-refundable admin fee, additional info is highlighted below.

Cornwall Council in partnership with Screen Cornwall, uses ‘FilmApp’ to administer filming permits on council property. To request filming permission, create an account, log in and make an application. Your account will save your production details, allowing you to make multiple filming applications without needing to re-enter production information.

You must always inform Cornwall Council if you are filming on public roads, property and/or land belonging to Cornwall Council. If you are unsure who owns the land you intend to film on, contact Cornwall Council/Screen Cornwall for advice. 
 
Fees

All productions must pay a £10 admin fee at the point of application. 
If your application is approved, you will be sent your permit with a pro forma invoice to inform you of your charges through FilmApp. Please note that drone filming will come at extra cost to on-location fees. After the shoot, the Cornwall Council accounts team will follow up with your invoice to the email address requested from you in the account section of the application.

Students, charities and low-budget production (total production budget under 5k) will only be required to pay the £10 admin fee on application - there will be no location fees but productions will still need to apply for a permit. 

Please note that the £10 admin fee is non-refundable and cannot be returned to you if you cancel or apply in error. Documents
All productions need proof of £5m Public Liability Insurance in order to receive permission to film or carry out commercial photography in public areas. This insurance covers the legal responsibilities of your production if your activities cause injury to a third party or damage to property. Applicants must also upload a risk assessment which must be specific to the locations and scenes outlined in the application, as well as a flight path document if requesting to use a drone. 

Unit Bases
Currently, unit bases must be agreed outside of FilmApp by speaking to the parking team at Cornwall Council. Please ensure the car park is owned by Cornwall Council using this map and then get in touch with the team by emailing: parking@cornwall.gov.uk

Road Closures & Parking Dispensation
Temporary Traffic Regulation Orders are granted by Cornwall Council’s Street Works team and require a minimum of 12 weeks’ notice. Additional information about pricing and lead times can be found here. To apply, complete the TTRO Application form and email to streetworks@cornwall.gov.uk.

The Street Works team also grant parking dispensation which should be used for requesting street parking spaces for essential technical vehicles or to clear space for picture/background.
