Tunbridge wells Borough Council (TWBC) uses EventApp to administer notifications for events on private land, or on public land owned by the Council. Providing details of these events to the Safety Advisory Group for comment.

Parks & Open Spaces
Dunorlan Park, including the Events Field, Calverley Grounds and other areas are available for outdoor activities during specific periods of the year. We advise organisers to check our terms and conditions (on the "Useful Documents" section on the right side) and complete the form below before submitting an application.
This will enable us to assess the request and after internal stakeholders have given their approval, we will ask the organisers to submit an application on EventApp.

Hire of Council Site Form – Fill in form

You are bound by the conditions stated within the Conditional Agreement which ensures that the event will be safely managed and a ‘Duty of care’ is observed at all times throughout the event for both the attending public and those charged with running the event.
To protect the Councils reputation the hirer must ensure that no individual, group, political party or organisation involved in the event could reasonably be expected to bring the Council into disrepute, cause public controversy, or impact on the Councils neutrality.
The Council reserves the right to refuse, cancel or terminate a booking on Council land.

For any enquiries about hiring our grounds, please submit an enquiry at events@tunbridgewells.gov.uk

For fireworks, lasers, drones, flypasts and flying displays the Civil Aviation Authority (CAA) may need to be notified and specific procedures followed. Proof of the following of these procedures will need to be added to the EventApp and a SAG meeting will be arranged. For information regarding notification and guidance: Displays and events guidance | UK Civil Aviation Authority

Safety Advisory Group (SAG)
The online event notification process will ask for information about your event, you will need to attach your Event Management Plan, Traffic Management Plan, Risk Assessment and other relevant plans, together with any insurance documents. You can do this on the ‘Supportive Documents’ section of the application form. These plans will be shared with the SAG members who will comment on the plans and may ask for further information, or suggest amendments. You may find you are invited to attend a SAG meeting to talk about your event in more detail.

Before you complete an event notification we recommend that you read the Organising Events – Can Do Guide, take a look at our Event Toolkit and supporting guidance documents, these contain information to help organisers plan their events.
Organisers of events that cross over Council boundaries should notify the Safety Advisory Group in the district where the event starts.

Temporary Street Closure
Before making an application for a road closure, we advise organisers to first check our road closure page to see if the application should be completed by TWBC, or Kent County Council.

If your event fits in the category of a road closure that can be authorised by TWBC, you can procced to apply for a road closure on the following form:
Road Closure Application Form

Please use the form to apply for street closure authorisation under the Town Police Clauses Act 1847. Note this is for authorisation and processing of documentation only, the implementation of the road closure itself (signage, marshalling etc.) is the responsibility of the event organiser.
The online application will go through each aspect of your event, you will need to ensure you have all the details available.
