Tunbridge wells Borough Council (TWBC) uses EventApp to administer notifications for events on private land, or on public land owned by the Council. Providing details of these events to the Safety Advisory Group.
Parks & Open Spaces
Before holding an event on Borough Council land, you must receive prior permission from the Council in the form of a Conditional Agreement, via contacting events@tunbridgewells.gov.uk. You are bound by the conditions stated within the Conditional Agreement which ensures that the event will be safely managed and a ‘Duty of care’ is observed at all times throughout the event for both the attending public and those charged with running the event.
Safety Advisory Group (SAG)
This online event notification process will ask for information about your event, you will need to attach your Event Management Plan, Traffic Management Plan, Risk Assessment and other relevant plans, together with any insurance documents. You can do this on the ‘Supportive Documents’ section of the application form. These plans will be shared with the SAG members who will comment on the plans and may ask for further information, or suggest amendments; you may find you are invited to attend a SAG meeting to talk about your event in more detail.

Organisers of events that cross over Council boundaries should notify the Safety Advisory Group in the district where the event starts.
Temporary Street Closure
If your event is on or near a highway such as a street party, parade, carnival, march etc. you will need to apply for a road closure as part of the event planning. The link to the Temporary Street Closure Application Form can be found in the Useful Documents section.
Please use the notification form to apply for street closure authorisation under the Town Police Clauses Act 1847. Note this is for authorisation and processing of documentation only, the implementation of the road closure itself (signage, marshalling etc.) is the responsibility of the event organiser.
The online application will go through each aspect of your event, you will need to ensure you have all the details available.
