I am carrying out consultation on the event application detailed here and invite comments from local residents and stakeholders.  Comments received help us to make more informed decisions on this and other applications to hold events in Southwark.  
 
This application is for the finish point of the Black Unity Bike Ride 2025 at Dulwich Park on Saturday 2 August, 12 noon to 5pm. This event organised by Black Unity Bike Ride and London Marathon Events takes place annually, ending at Dulwich Park in 2023 and 2024. 
 
The event was well managed on both occasions, but last year noise complaints were received from two properties on Court Lane Gardens. This was mainly due to the stage from which the music was played and announcements made, being set up incorrectly and pointing towards Court Lane Gate, rather than the centre of the park. There were also lots of unscripted announcements, which will have sounded like constant amplified chatter. 
This year, the organisers have planned an adjusted site layout which puts the stag facing the centre of the park. They also plan to carry out regular checks on the sound throughout the day. They are planning timed, scripted announcements.
 
The 2,000-person capacity event in Dulwich Park, marks the end of a 17 mile cycle across London, beginning in Leyton. There will be caterers, pre-recorded music, bike servicing, bike tagging, bicycle related games and activities, holistic treatments.
 
General waste will be managed by The Nu Group (NuKleen). Bins will be marked as recycling or general waste. The Nu Group (NuKleen) will also supply litter pickers who will cleanse the event site throughout the day. 
All vendors will be required to manage their waste and remove it from site at the end of the day.
A final litter sweep will be done at the end of the derig and all collected waste will be removed from the park.

Event Description:Black Unity Bike Ride (BUBR) is a 17-mile ride and celebration of Black Empowerment, Unity and Love. The event kicks off at Leyton Sports Ground in East London and concludes at our BUBR Fest in partnership with BlackEatsLDN at Dulwich Park, South London via central London.

The event is not a race, it is an inclusive community bike ride. So participants that have never been that far on a bike before are encouraged to join. There are two pitstops along the route where participants can rest and refresh before getting going again.

This historic event is open to riders of all ethnicities and walks of life. However, it does specifically target those from the African and African-Caribbean communities.

The proposed venue space in Shoreditch Park, Hackney, would be a pit stop for cyclists have a break before they cycle on to the next venue. Provision here would be light touch, with 5 toilets, an event information point, a mechanic for any bike needs and a medic provided plus free water given out to participants.

Cyclists start in waves of a 100 over a period of 1 hour to spread out the ride across the event. Cyclists are expected to stop for no longer than 30 minutes at this location.

The event is free to enter as it is a community event, but we register participants pre-event and at the start venue.

The 2024 event was a great success and we improved our safety planning and delivery at the event. However we can improve on some issues that were flagged to us.

A noise management plan is required for this year, with monitoring throughout the day at regular intervals. We will ensure the stage and speakers face into the park, away from the properties of local residents so noise does not carry into residential areas. In addition to this, we are reviewing our plan for comperes on stage. This includes having a script and specific times for announcements, so there is more background music.

In 2024, we improved our documentation and briefing information for our onsite caterers at the event but still had some minor issues. We will require all caterers to have protective matting or similar for their work, especially if it involves barbeques and drums for cooking.

We are also happy to provide a letter drop to the streets surrounding Dulwich Park to inform them of the event, and about Black Unity Bike Ride, and invite them to attend.
